Plastics treaty implementation will determine whether years of international negotiation produce a functioning global response to plastic pollution or another ambitious agreement that proves difficult to translate into practice. The proposed UN treaty is intended to address plastic pollution across the full life cycle of plastics, from production and design through to use, recovery and disposal. Yet whatever governments eventually agree, success will depend on what happens far beyond the negotiating room: in collection systems, sorting facilities, recycling plants and the factories willing to use recycled material.

That practical question is becoming harder to ignore. Formal negotiations failed to conclude in 2025, and the process is now moving through a series of informal meetings ahead of INC-5.4, which UNEP has scheduled within 13 to 24 March 2027. Heads of Delegation will meet virtually on 8 and 9 September 2026, followed by an in-person meeting in Bangkok later in the month.

The political differences remain substantial. Governments continue to debate matters including production controls, chemicals of concern, finance and the balance between common international rules and national discretion. But there is a parallel question that deserves equal attention: what does an implementable plastics treaty actually require on the ground?

Plastics Treaty Implementation Is Already Being Tested

In many respects, parts of the answer already exist.

Across different markets, governments and industry are building systems that provide an early indication of what effective plastics treaty implementation might look like. The Global Plastic Action Partnership points to work in Africa to harmonise standards for food-contact recycled PET, a recycling working group in the Philippines, and National Plastic Action Roadmaps being developed across 25 countries.

These initiatives differ in scale and purpose, but they share a basic principle. Policy becomes effective when the individual parts of the material system work together.

A collection target alone does not create circularity. Plastic has to be collected, correctly sorted, identified by polymer and grade, processed to an acceptable standard and sold into a market where manufacturers are prepared to use it. Weakness at any stage can undermine the whole chain.

That is why local recycling systems deserve greater attention as treaty negotiations continue. They expose the operational details that broad international commitments can easily overlook.

Collection Is Only the Beginning

Romania offers a useful example of both rapid progress and the scale of the remaining challenge.

The country’s deposit-return system has quickly established itself as a major collection mechanism. More than 2.4 billion eligible beverage containers were returned in the first half of 2026, according to RetuRO figures, with the collection rate reaching 82 per cent. The collection network now reaches the great majority of larger Romanian localities.

That is a significant achievement. It shows what can happen when regulation, consumer incentives, infrastructure and clearly assigned responsibility operate within the same system.

It does not, however, mean that the wider material economy has become circular. Eurostat reported that recycled materials accounted for just 1.3 per cent of Romania’s total material use in 2024, the lowest circular material use rate in the EU.

The contrast is instructive. A country can build an effective return mechanism for one category of packaging while still facing a much broader challenge in recovering and reusing material across the economy.

Recycling Capacity Has to Match Policy Ambition

This is where plastics treaty implementation moves from policy theory into industrial reality.

Collection creates a material stream. It does not guarantee that the stream can be recycled economically or at the quality required by manufacturers.

Pakire Polymere, based near Bucharest, operates on this less visible part of the system. The company buys post-industrial and post-consumer plastic scrap, principally HDPE, LDPE and PP, and reprocesses it into recycled plastic pellets for manufacturing. Its stated production capacity exceeds 20,000 tonnes a year, with more than 50 tonnes produced each day through a 24-hour operation.

Those figures matter less as a measure of one company’s scale than as an illustration of what circularity physically requires. If policy succeeds in collecting more plastic but suitable domestic or regional processing capacity does not exist, the system simply shifts the bottleneck downstream.

Europe is already becoming more conscious of that problem. Tightening rules on plastic waste exports increase the importance of processing material closer to where it arises, particularly for polyolefin streams that may be less straightforward to place internationally. Pakire has previously highlighted this shift in the context of Romania and wider Central and Eastern Europe.

Feedstock Quality Can Decide What Gets Recycled

Not all collected plastic is equally recyclable.

A tonne of well-sorted, correctly identified polymer has a very different value from a tonne of mixed or heavily contaminated material. This distinction can disappear in policy discussions that focus heavily on collection tonnage.

Recyclers cannot ignore it.

Pakire uses an onsite laboratory to identify polymers and support correct segregation before processing. It also holds REACH compliance certification and emphasises traceability across its recycled material.

These are operational details, but they point towards a wider policy lesson. Better collection data, clearer material identification, more consistent standards and improved traceability can all make recycling systems more efficient. They also help manufacturers assess whether recycled feedstock will meet their technical and regulatory requirements.

If plastics treaty implementation is intended to increase the proportion of material retained within the economy, then quality must sit alongside quantity.

Recycling Standards Need Greater Consistency

Standards matter because recycled plastics cross both industrial and national boundaries.

The African Standard for recycled PET in food-contact applications offers one example. Its purpose is to establish common testing and safety requirements across markets that previously lacked harmonised rules. The intention is not simply regulatory tidiness. Greater consistency can reduce uncertainty, improve confidence and support investment in recycling infrastructure.

The same principle applies more broadly.

A global treaty cannot prescribe identical recycling systems for every country. Infrastructure, waste composition, industrial demand and economic conditions differ too widely. But greater consistency around definitions, reporting, quality and traceability could make it easier for recycled materials to circulate within legitimate markets.

The challenge is to create enough common ground without pretending every national system starts from the same place.

Recycled Plastics Need Functioning Markets

Even technically successful recycling does not complete the circular loop.

Someone still has to buy the resulting polymer.

For recyclers, this is one of the most important realities behind plastics treaty implementation. Recycled resin competes with virgin material in markets affected by oil prices, manufacturing demand, quality requirements and procurement decisions. When the economics move sharply against recycled material, collection and processing targets alone cannot guarantee demand.

A durable plastics economy therefore needs policy to consider both sides of the market.

Governments can improve collection and support recycling capacity, but manufacturers also need credible reasons to incorporate secondary material into products. Recycled-content requirements, product design rules, procurement standards and stronger traceability can all influence that equation, provided they remain technically realistic.

For companies such as Pakire, the objective is straightforward: turn a waste stream into a material that can re-enter manufacturing. The harder task for policymakers is creating conditions in which that exchange can happen reliably and at sufficient scale.

Local Recycling Can Inform Global Rules

Local action will not resolve every disagreement surrounding the treaty.

A recycling facility cannot settle arguments about primary plastic production. A collection system cannot determine how chemicals of concern should be regulated. Nor can national success remove difficult questions about international finance and responsibility.

But local systems can reveal whether policy assumptions survive contact with reality.

They show why collection must connect to sorting, why sorting must connect to processing, why processing must deliver consistent material and why recycled material ultimately needs a market.

That is the practical architecture behind plastics treaty implementation.

As negotiators prepare for the next phase, the strongest agreement will be one that combines global ambition with a serious understanding of how material actually moves through economies. Romania’s deposit-return system, emerging international standards and the daily work of recyclers such as Pakire all offer pieces of that evidence.

The treaty will be negotiated internationally. Its success, however, will be decided locally.
